The Union of Soviet Socialist Republics (Russian: Союз Советских Социалистических Республик; Transliterated: Soyuz Sovetskikh Sotsialisticheskikh Respublik) is the foremost communist superpower in the Orion Region, with the largest population, military and most powerful centrally planned economy.
A constitutionally socialist state born in the fires of the Revolution, the Russian Civil War and then the Second World War, the USSR rose stronger than ever before after the horrific First Scinfaxi War.
Its cultures, society, politics and economics are dominated by the Communist Party of the Soviet Union, boasting the most comprehensive health care system, highest conscription rate and industrial output compared to any other nation in the Orion Region.

History
Post First Scinfaxi War
Relatively untouched by the Scinfaxi War the Soviet Union enjoyed a new-found sense of prosperity after the end of conflict. The withdrawal of German troops from occupied Soviet territories allowed the Red Army to reclaim much of what it had lost in the World War 2 creating a sizeable buffer-state. With its industry mostly intact, the Soviet economy pumped money into agriculture and manufacturing. Food shortages became a thing of the past and Soviet steel and oil flowed into satellite states. With the death of Stalin in 1954, Russia became increasingly relaxed as the iron grip was relieved, if only momentarily.
Induction of a Chinese Union Republic
To handle the influx of millions of Chinese communist refugees fleeing the devastation of the Scinfaxi and Japanese oppression, the Chinese Communist Party lead by Mao Zedong petitioned membership into the Union. Thus, the Chinese Soviet Socialist Republic came into being, decidedly pro-Soviet but maintaining its fledgling Maoist ideology. It was tolerated by Soviet authorities for the unity shared between Russian and Chinese communists, as well as the large influx of work-ready pro-Soviet Chinese populations.
Soviet Space Race
Russia was once again in the international stage when in 1951 it launched its first spacecraft, which to the surprise of Germany and Allies included many technological advancements that put it on par or above with its counterparts from around the world. Soviet achievements in space continued and built the world’s first human space station, Mir, which was completed in 1973.
Birth of the Interstellar USSR
Despite its early successes in space development as late as 2099 the Soviet Union had still not revealed any spacecraft capable of faster than light travel, and it seemed the Soviet state would be forever system-locked as Allied and German spacecraft explored deeper and deeper into the Orion Region. However, in 2101 nearly 40 Soviet colony ships launched from bases all across the Soviet Union, and engaged FTL drives. Recordings made from satellites in orbit of Earth revealed the Soviet FTL drive was extraordinary efficient, and were capable of speeds far greater then their American or German counterparts, this “Sakharov” drive was instrumental in creating an interstellar Soviet Union.
The Colonization Era
After the disastrous joint effort on Alpha Centauri, the Soviet Union was on the verge of collapse. While the Alpha Centauri colony had given the Soviet space program firsthand experience, as well as valuable information about interstellar logistics and communication, its independence left the Soviet Union no way to recoup its investment.
With Scinfaxi movements increasing and time running out, the Soviet leadership made the crucial decision to split up its colony fleet across several dozen systems as opposed to the 5 originally planned for settlement. It was hoped that by drastically increasing the number of First Wave Colonies, in the event that the a colony failed, or worse, encountered the Scinfaxi, the loss of 5-10 smaller colonies would be more manage then the loss of 1 or 2 larger colonies. While each colony would have a severely limited manufacturing base it was hoped that each systems easily exploitable resources would be able to sustain it until the proper machinery and systems could be brought into place to harvest the richer, yet less accessible resources.
Thankfully, the gambit paid off, and despite dire predictions by many in the Soviet leadership, the failure rate for the colonies was much lower then expected, and many were self sufficient within the first few months of their operation.
With the foundation of the hub-colony on New Leningrad, the development of the Interstellar USSR swiftend, dozens of new colonies were established each year, and while less developed and advanced compared to those of the Greater German Reich or even Japan, the abundance of easily extractable minerals on newfound worlds allowed for massive industrial development.
Formation of the Kharkov Pact
Receiving the analysis of the Democratic Federation's collective political and economic power in comparison to the USSR was a daunting blow to the Politburo. In addition, the GGR's technological and naval expansions threatened the hegemony the Soviet leadership desired. Seeking the curb these threats, a strategic alliance was made with the few states and nations that settled and colonized their own worlds in the name of socialism.
Aboard the Soviet cruiser Kharkov 4127 in geosynchronous orbit above New Leningrad and Lenin Tower, the states of the USSR, Czechoslovak Socialist Republic, Democratic Republic of Serbia, People's Republic of Hungary, Republic of Bulgaria and United People’s Republic of Korea signed the Pact for Socialist Nations for Proletarian Unification, Friendship and Mutual Assistance - more popularly known as the Kharkov Pact.

The Premier of the Soviet Union is the highest executive within the Communist Party, supreme commander of the armed forces and head of government for the USSR. Each Premier is elected from the Politburo and serves a ten year term, subjective to extension by the Central Committee. Directly beneath the Premier is the liaison officers of Stavka and the entire Soviet armed forces, and the Politburo. The Politburo is an elected organ of the Central Committee, charged with policy making and the overall government of the Communist Party.
Soviet Socialist Administrative Districts
Soviet Administration over a number of systems is handled by territorial districts named after Heroes of the Soviet Union. All are administered by the Russian SRFSR via the Central Administration District, whilst the remainder oversee their respective Soviet Socialist Republics.

Soviet Socialist Republics of the Union
The Republics of the Soviet Union are ethnically based administrative units that are subordinated directly to the Government of the USSR. Each Soviet Socialist Republic controls the administration of a planet or series of systems, whilst subordinated to the Administration Districts and the Central Administration District.
The most powerful is the Russian Soviet Federative Socialist Republic, consisting of the entirety of the Russian ethnic population within the USSR, which leads the rest of the Union through its control of the Communist Party of the Soviet Union.

Autonomous Soviet Socialist Republic
Autonomous Soviet Socialist Republics are administrative divisions located on far flung outposts commanded by their parent Republics; often industrial ventures or colonization programs in their infancy. While once numbering in the dozens, the consolidation of Soviet assets has reduced their number to zero. When the next stage of Soviet expansionism arises however, the new found colonies will be granted the status of Autonomous SSRs.

Foreign Relations
After the Scinfaxi War the Soviet Union maintained some relations with America, Great Britain and Germany. However when the allies reformed into the Democratic Federation and Germany became ever more hostile to both the Scinfaxi and the Soviets, most contact was cut off.
In the early relations resumed with the Democratic Federation and plans for advanced spacecraft hull plating and Warp Theory were exchanged between the two powers. It closest ally is the German breakaway state the New Weimar Republic, who is slated to potentially enter a permanent military and economic alliance with the Soviet Union, a pact against Fascism and Capitalism.
The USSR formed a Communist political and military bloc to counter their political adversaries in the DF and the GGR, known as the Kharkov Pact, in 2181.
Military

The Soviet Armed Forces includes: the Red Army, the Red Space Forces and the Red Air Force. The independent Red Strategic Forces consist of long-range nuclear and experimental weaponry, being under the direct command of the Stavka. The Armed Forces currently outnumber any other human national military, and are set to continue to do so with little fear of numerical rivals.
Soviet military technology emphasizes reliability, ease of production and raw power. While less outwardly sophisticated than their counterparts in the GGR and DF, Soviet equipment is tried and true, and almost never breaks down.
In peacetime, it is commanded by the Minister of War, currently Vladimir Konev. Should the Soviet Union go to war, the Premier of the Soviet Union becomes Commander in Chief.
Security Services
The USSR's extensive security network includes the KGB, SVR and the NKVD, successors of the numerous incarnations of state security of the past two centuries. Each maintains extensive influence in the defense industries, colonization programs and the economy, as well as enormous political clout amongst the Party's upper echelons.
- KGB currently maintains the political police, personal security of the USSR leadership, confidential communication networks, espionage and counter-espionage.
- The SVR is known to clash with foreign agencies abroad and gather intelligence vital to the USSR's political and military leadership. It is also the parent organization for several information warfare agencies and direct action groups of Spetsnaz operatives. Despite its 'Foreign' title, it is also clandestinely responsible for interior intelligence operations and state information security.
- The NKVD has evolved into an interstellar border guard, interior guard and controls the police across all USSR worlds, retaining the honorary 'People's Commissariat' title.
Economy

Prior to the First Scinfaxi War, the Soviet Union had the fastest growing industrial economy, and had the fastest recovering infrastructure in the world, followed behind by the Greater German Reich and the United States, respectively. The Gosplan (or State Planning Committee) is the Interplanetary State Planning Ministry's executive arm, responsible for the Five Year Plans and the economic development of the Soviet Union. Mirplan is the subordinate organization with branches responsible for each planet and outpost the Soviet Union controls, which liaisons with Gosplan to distribute quotas and project details.
Military Production Capacity
With resources of dozens of worlds and systems and centralized planning of the economy, regulated by 'targeted economical advantage' committees, the USSR can sustain its enormous military and continue rapid development of the Orion Region indefinitely. This is particularly true in regards to its shipbuilding capacity: for every Democratic Federation capital-grade ship to be produced, seven Soviet equivalents can be constructed.

Trade
Exports to Kharkov Pact members and affiliate nations range from Soviet military hardware, ships, refined materials and manufactured goods. Imports range from electronics, personnel, foodstuffs and raw materials.
Interstellar Industrialization
With dozens of colony ships establishing proletarian colonies, industrial outposts and trade stations across a swathe of worlds, it would be less than five decades before the resources flowed into the State's treasury. Metals and fuels from vast manufacturing and processing sites on rich worlds would begin filling purpose-built bulk transports with raw materials to fuel the greatest works of the Soviet Union, including the building of New Leningrad and other core Soviet worlds.
Rapidly; following Stalinist policies, vast factories, refineries and cities rose from small outposts. Compared to other powers, the Soviet Union colonized and industrialized more planets in forty years than other powers in a century. With nigh unlimited resources flowing into a partially focused war economy, the vast wealth of the proletariat would be put to use in building up a solid core of Soviet planets and a war machine to defend them.

Stimulated by the acquisition of Scinfaxi technology during the First War and an extensive spy network in Germany's experimental science teams, the Soviet Union has maintained a vast and well funded scientific community.
Health
The Soviet Union currently has the most comprehensive health care system across the Orion Region, with 99.9% of all citizens covered by the Ministry of Health and Welfare's widespread plans.
Culture
The USSR has undergone intense Russification of its numerous ethnic groups in one form or another since the First Scinfaxi War, but still maintains several diverse cultures within its Union.
Military service and political membership is almost universal across Soviet family trees, with many able to point to a close relative serving within the military, or as a ranking Party officer.
