Formed on January 9th 1950, the Federal Nordic Cooperative was an Alliance that consisted of Sweden, Finland, Iceland, as well as the Norweigian government in exile. Its purpose was to safeguard the interests of the independent Nordic peoples in the face of the Scinfaxi threat and the threat of both the Greater German Reich and the Soviet Union. Originally the powers of the Cooperative were limited mainly to economic policies meant to protect the industries of its members, eventually, it took over the task of Space exploration, and discovered a number of worlds that would later become human colonies.

History
The FNC officially came into being on January 9th 1950 with the signing of the Stockholm Agreement. It was signed by the Kingdom of Sweden, the Republic of Iceland, the Kingdom of Norway (in exile), and the Republic of Finland. The agreement entailed that the FNC would act to protect the interests of its members through the easing of trade barriers between its members, fueling the continued growth. It would be in charge of joint reinvestment and reconstruction particularly in the Götaland County of Sweden which received considerable damage as a result of The First Scinfaxi War. Furthermore the FNC would act to promote the nation's humanitarian aims, and protect the peoples of the world, as such the years following the signing of the Stockholm agreement saw a large number of refugees entering Sweden and Finland, these refugees included Jews persecuted by the Nazis, as well as a number of peoples from Europe, escaping Nazism after the Scinfaxi War.
The FNC continued to draw closer to the Anglo-Canadian Kingdom in the years following the First Scinfaxi war, they aided in the reconstruction of devastated cities, and in investing capital into the Anglo-Canadian Kingdom. By the 1970s, the imminent launch of a Soviet Space Station saw the Federal Nordic Cooperative participate in the Democratic Federation's own Space Station Project: Freedom. Over the following decades, the Cooperative Government continued building infrastructure links between its territories, and conducted considerable amounts of trade with its nearest neigbours Germany and the Soviet Union
Space Exploration
After some cunning diplomacy and guarantees of FNC neutrality the Federal Nordic Cooperative Ministry of Space Exploration aquired a number of Faster than light drives from the Democratic Federation. This technology allowed the FNC to become one of the main exploratory bodies in the Orion Region. Initial exploration efforts provided few monetary returns, and within a few years began to drive the Cooperative into debt, therefore, in an attempt to pool its resourses and escape national ruin, the Federal Nordic Cooperative joined the Democratic Federation in 2090. In 2093 The FNC discovered its first habitable planet: York, which was handed over the United States as a token of gratitude for allowing the FNC to take to the Stars. Subsequent scouting missions saw the Federal Nordic Cooperative discovering Postdam, Mainz, Silverhold, Vallarta, Dandarah, Gotham, Newhall, Bernadette, Kassel, Anklam, Miranda, Hampshire and Leicester. Most of these Systems were not colonized by the FNC, but simply discovered.
Colonization and Relocation
Gotham was the first System claimed by the Cooperative, discovered in early 2127, a small colony was swiftly established. Given the modest investment, and Gotham's distant location from the primary Nordic Colony in the Silverhold System discovered only a few years prior, Gotham was officially handed over to the Anglo-Canadian Kingdom in 2135. Following Silverhold, the Cooperative established sparse colonies in the Kassel and Anklam systems, both of which were used primarely for their mineral deposits. The Newhall System, the present capital of the FNC was dicovered in 2150, just following the official Tawhid withdrawal from the Democratic Federation. Given the precarious situation in which the Cooperative found itself, with its territories separated by the prescense of the Tawhid and German states, alongside the increasingly precarious situation on Silverhold following the witdrawal of the United States and the Tawhid, the Nordic Secretariat finally decided in 2152 to abandon the Silverhold System, and transfer all of its assets and people to the Newhall System, a highly contraversial and costly decision. As tensions in the region rose increasingly into the 2170s the Cooperative renounced its claims to Anklam, a minor mining colony, which was given as a gift to forge closer ties with the German Reich. In 2170 the Federal Nordic Cooperative also withdrew from the Democratic Federation, although it continuet to maintain close ties with its members, particularly the Anglo-Canadian Kingdom and French Republic These good relations played an important part of guaranteeing Nordic neutrality in the War of 2177.

Reorganization
Following the Starenbeuirg incident and the Mirandan War, the Federal Nordic Cooperative was reorganized to provide a more structured and centralized authority. A Federal Council was introduced, limiting the governing powers of the member states. Despite the cessation of hostilities on Miranda the current government has introduced universal conscription and increased military spending two fold from peak Mirandan War levels.

The Federal Nordic Cooperative Defense Forces are the primary military arm of the FNC, they work in conjunction with the Ministry of Exploration to safeguard FNC interests both at home and abroad. The Defense Forces are supplemented by the strength of the four national armies. These being the Swedish Armed Forces, Norwegian Armed Forces, Finnish Defense Forces, and the Icelandic Defense Corps. With the continued centralization of the Federal Nordic Cooperative, these armed forces are in the process of being restructured into the Federal Nordic Cooperative Defense Forces.
Government
Federal Council
With the abolishment of the Nordic Secretariat just after the Mirandan War, The Federal Council was formed. The Council was meant to consolidate power in the areas where the Federal Nordic Cooperative Member states were best served collectively. The seven member Council would concist of two heads of state: The Grand Chancellor, representing the republics of Iceland and Finland; and the Crown Regent, representing the Kingdoms of Sweden and Norway. The other five members would be Chancellors. Together, the Council would have power over foreign affairs, Cooperative Finance, International Trade, National Defense, Internal Affairs, Intelligence and Space Exploration. The Council's budget would be payed primarely by the member states, who are required to provide a minimum of 7% of their budgets to the Federal Council, and are allowed to provide input as to the Council's priorities. Though the Federal Council has absolute control over National Defense, it cannot declare a state of open war, this must be approved by all the member states.

Federal Parliament
As a replacement to the defunct Nordic Secretariat the Federal Parliament is the Legislative Arm of the Cooperative. Since most powers are vested in the Federal Council, the Parliament's powers are rather limited. Its main duty is to pass the council's yearly budget, and in the case of an emergency, to allow the use of money from the Federal Treasury. Only the Parliament can authorize an act of war upon a nation, and only it can sign a peace treaty. It examines all of the Council's actions and thus frequently questions them publicly.

National Level
At the National Level the four nations function independently, each has a prime minister in command of the government who is elected by the people, they in turn are responsible to parliament. The national governments exercise more surgical control over things like education, and resource management, they collect taxes, build infrastructure, and pay for the healthcare system. These decisions are taken by the respective parliaments which approve each decision via a majority vote.
Provincial Government
The Provinces exercise near absolute control over the educational system as they provide the bulk of the funding and set the curriculum. The too collect taxes, and organize infrastructure, furthermore they also deal with resource management and industrial developtment in their territory. The Provincial Governments work much the same way as the National Governments except that the actual names if the organs are different. There are premiers, Rectors and Governors instead of Prime Ministers and Assemblies, Legislatures and Grand councills instead of Parliaments.
Municipialities
the Municipialities that make up a province have control over property taxes, essential services, transportation, city planning and the bylaws that make each town unique. Some of Municipialities are small with only 10,000 residents. Others like New Stockholm are the size of some provinces. The Provincial governments can dissolve and create new Municipialities.

Foreign Relations
The Federal Nordic Cooperative maintains extremely friendly relations with both the Democratic Federation and the Tawhid. This is due largely in part to the tremendous amounts of Trade that flow between the nations. The situation is helped both by the personal relationship that exists between the FNC's Chancellor and the Anglo-Canadian Prime Minister, but also by the close partnership of SAAB Aerospace and Bombardier Inc. Meanwhile, The FNC Defense Forces collaborate with the Tawhid navy to combat piracy in the region, a joint goal that has brought the closer together, to the point at which the DNC has supplied some dstroyers to the Tawhid fleet, and helped it upgrade their shipyard facilities. Relations with the GGR are classified as Cordial. Following the starenbeuirg incident, German involvement in the Mirandan war and the discovery of the Fuhrer's memo, it has become obvious that the extermination of the FNC is one of the Reich's future goals, subsequently, the border is increasingly monitored and fortified while the FNC Defese Forces draw up plans for defense. Relations with the neutral nationsof the Sol sector are relatively warm, though the FNC does not fully recognize New Weimar as a sovereign entinty, an attempt to keep the Germans from gaining more rasons to attack the FNC. Relations with the Japanese are friendly and there is limited trade. Relations with the Soviet Union are cordial, though it should be noted that the Soviets have recently been trying to court the Cooperative, perhaps in an attempt to gain an ally against the German Reich. Nevertheless, the Finns still hold the Sovietsin contempt, they have not forgotten their war back on earth.
InterFi
The Federal Nordic Cooperative, through the Government of Sorgo and Praljeshtad maintains outstandingly poor relations with Interstellar Finance. A string of recent scandals, industrial mishaps , and poor environmental policies have resulted in the expulsion of most of Interfi's operations in the Cooperative. Recently, Interfi security forces have been banned, and the task of commerce escort taken over by the FNC navy.
